Purpose
The Engineering Operations Manager will partner with the engineering leadership team to optimise how our teams deliver, ensuring that resources, costs, and quality are effectively managed across projects. You will sit at the intersection of engineering, finance, HR and project management, providing visibility of capacity, spend, productivity, and quality.
The role will be responsible for balancing short-term delivery needs with long-term investment in people and capabilities. They will track and report on utilisation, contractor usage, and people costs, while also helping leadership measure and improve engineering productivity and code quality. This is both a strategic and hands-on role, that will directly impact how efficiently and effectively the engineering organisation operates.

This is both a strategic and hands-on role, that will directly impact how efficiently and effectively the engineering organisation operates.
Key Responsibilities
Resource & Capacity Management
- Partner with engineering leads and project managers to allocate capacity across initiatives.
- Maintain forward-looking resource plans to anticipate gaps or bottlenecks.
- Rebalance teams as priorities shift, ensuring focus remains on business-critical outcomes.
- Work closely with Finance to track people costs against project budgets.
- Monitor contractor usage and assess when investment in full-time employees (FTEs) would deliver greater long-term value.
- Provide leadership with clear cost visibility and recommendations for workforce mix and hiring strategies.
- Coordinate all other budget spend, including software licence management and allocation.
- Support engineering leadership in tracking productivity metrics (e.g. throughput, cycle time, work in progress).
- Partner with technical leads to monitor quality metrics (e.g. defects, code review coverage, test coverage, technical debt).
- Surface insights and trends to drive improvements in team efficiency and the quality of output.
- Build and maintain dashboards or reports that consolidate resource allocation, spend, contractor usage, productivity, and quality.
- Forecast future needs, identify risks, and provide recommendations to ensure smooth delivery.
- Manage relevant company systems, including Tipalti for budget approval, engineering project management systems and the company’s applicant tracking system.
- OKR management in conjunction with the SVP, Technology & Platform.
- Present clear, data-driven insights to leadership to inform resourcing, investment, and process decisions.
- Act as a trusted advisor to engineering leadership, finance, and project management.
- Facilitate alignment between teams, ensuring engineering capacity and costs are understood across the business.
- Support major incident reviews and ensure processes are aligned with ISO / Compliance requirements.
- Proven experience in engineering operations, resource management, or technical programme management.
- Strong understanding of software engineering delivery processes (Agile, Scrum, or similar).
- Ability to track and interpret productivity and quality metrics in an engineering context.
- Strong financial acumen, with experience in budget tracking, contractor usage, and workforce planning.
- Skilled in project/resource management tools (e.g. Jira, Smartsheet, MS Project, or equivalents).
- Exceptional communication and influencing skills, with the ability to partner effectively across technical and non-technical stakeholders.
- Analytical, data-driven approach to problem solving and decision making.
- Commercially minded, with a clear understanding of cost vs long-term investment trade-offs.
- Proactive and solutions-focused, with a drive for continuous improvement.
Desirable Skills
- Previous experience working directly with engineering or software development teams.
- Familiarity with DORA metrics or other engineering productivity frameworks.
- Experience in building and scaling operations functions within a technical organisation.
