The Role
We are seeking a highly organised and driven Bid & Tender Manager to lead the preparation and submission of high-quality tenders, bids, and proposals across our chosen national and international markets. This role is central to our strategic growth, enabling us to secure framework agreements, expand service delivery, and strengthen our presence in line with the organisation’s broader objectives.
You will manage the full bid lifecycle—from identifying opportunities and coordinating inputs across teams to submitting compelling, compliant proposals and supporting onboarding for awarded contracts. This role suits someone who thrives in a fast-paced, deadline-driven environment and values collaboration, precision, and continuous improvement.

The Role
We are seeking a highly organised and driven Bid & Tender Manager to lead the preparation and submission of high-quality tenders, bids, and proposals across our chosen national and international markets. This role is central to our strategic growth, enabling us to secure framework agreements, expand service delivery, and strengthen our presence in line with the organisation’s broader objectives.
You will manage the full bid lifecycle—from identifying opportunities and coordinating inputs across teams to submitting compelling, compliant proposals and supporting onboarding for awarded contracts. This role suits someone who thrives in a fast-paced, deadline-driven environment and values collaboration, precision, and continuous improvement.
Key Responsibilities
- Lead the preparation and timely submission of high-quality tenders, bids, PQQs, and RFIs across relevant sectors and geographies.
- Analyse evaluation criteria and client requirements to develop winning strategies and tailored bid content.
- Write persuasive executive summaries and responses aligned with scoring frameworks and buyer expectations.
- Coordinate with internal teams (e.g., Compliance, Legal, Finance, HR, Operations) to gather inputs and supporting documentation.
- Ensure all submissions meet mandatory requirements, including certifications, insurances, ESG/sustainability policies, and data protection standards.
- Maintain and continuously improve a central bid content library with reusable materials such as case studies, service models, and key metrics.
- Monitor public and private sector tender portals across chosen markets to identify new opportunities.
- Manage post-submission clarification requests and lead debrief analysis to refine future submissions.
- Track performance metrics to continuously improve bid quality, process efficiency, and conversion rates.
- 2–5+ years’ experience in bid writing, tender coordination, or proposal management.
- Experience in recruitment, staffing, healthcare, or related professional services (public and/or private sector).
- Excellent writing and editing skills, with the ability to translate complex technical or service details into clear and compelling narratives.
- Strong project coordination and stakeholder management skills.
- High attention to detail and the ability to manage multiple deadlines simultaneously.
- Familiarity with tender platforms such as national procurement portals, global vendor portals, or sector-specific systems (e.g., Jaggaer, Atamis, eTenders, etc.).
- Experience supporting bids in multiple regions (UK, Ireland, or global).
- Understanding of public procurement processes, framework agreements, and compliance requirements.
- Familiarity with evaluation/scoring methodologies.
- Experience using proposal tools (e.g., Loopio, RFPIO, or internal CRM-based systems).
- APMP or equivalent bid/proposal management training or certification.
