Lancashire Constabulary is looking for a Senior Pay Services Officer (Technical) within the Pay Services Team, which is located in the Human Resources Department at Hutton Headquarters.
As a Senior Pay Services Officer, you'll be at the heart of ensuring everyone gets paid accurately and on time. You'll be more than just a number cruncher; you'll be a problem-solver, a compliance guru, and a technical innovator all rolled into one. You'll be the go-to person for advice on regulations, policies, and legislation, making sure everything is above board. Plus, you'll take the lead in enhancing the payroll system, making sure it's running smoothly and efficiently.

Please be aware there is a minimum 3 year UK residency requirement for Recruitment vetting and you must be 18 years old at the point of applying. Plus, you'll take the lead in enhancing the payroll system, making sure it's running smoothly and efficiently.
Key Responsibilities
- Be responsible for running the monthly payroll bureau once input deadline has passed, resolving and investigating issues and errors that could prevent the payroll from running within strict deadlines.
- Responsible for the reconciliation of the BACS payment file, financial costing, third party and HMRC payments.
- Once authorised, process period end close down and opening of the new period and ensure all statutory and contractual processes procedures are completed in a timely manner, including all tax year end obligations and start of year obligations.
- Provide support, technical advice and data to Senior Managers on complex payroll and pensions related issues and queries.
- Take a lead role in the pay developments and enhancement of Oracle including the provision of technical advice, project management, stakeholder liaison where necessary and lead on testing of new developments.
- Level 4/5 CIPP Diploma qualification or equivalent or a willingness to work towards and achieve within 2 academic years of starting in post.
- Associate member of CIPD/CIPP and able to demonstrate continual professional development within HR (following successful course of study)
- Up to date knowledge of payroll and pensions legislation, administrative processes and procedures
- Experience of, and ability to provide, complex payroll and pensions calculations
- Experience of identifying and assessing risk and taking appropriate action
- Experience of the interpretation and management of statutory regulations
