This post is a Secondment until 31st March 2026 to meet the needs of the service.

An exciting opportunity has arisen within the Central Integrated Health Community (IHC) for an experienced Programme Manager to work alongside the Central IHC Management Team. The post holder will coordinate delivery of local, regional and national priorities and activities within the Central IHC.

You will have an understanding of working with corporate functions and have a drive and tenacity to initiate and deliver on projects and high profile initiatives. You must have demonstrable time management skills and have a track record of working to tight timescales yet delivering high quality reports and outputs. Experience of managing complex capital projects, focused on innovative pathways and new ways of working which span across BCUHB health divisions and organisational boundaries is essential.

This role will demand good people skills, an innovative mind, a can-do attitude and a strong will to work as part of a team.

Applicants must have relevant knowledge of a range of services including Acute Services (planned and unscheduled care); Ambulance Services; Community and Primary Care as well as excellent project management skills delivered within complex working environments.

Main duties of the job

To work with the IHC Management Team, Business and Planning Manager, senior managers and stakeholders across our services, as well as with other divisions and external partner organisations to deliver and monitor the Operational, Financial, Performance and Activity Targets.

Strategic

To understand and promote the strategic direction for the IHC within the Health Board.

Programme & Project Management

To be responsible for all aspects of programme management within the post-holder’s portfolio.

As well as Change Management, Communication, Management of Resources, Human Resources and Patient Safety.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Detailed Job Description And Main Responsibilities

Working with the Integrated Health Community (IHC) Management Team and other senior colleagues, the Programme Manager is responsible for the delivery of key service developments and projects identified in the HC’s Operational Plan, as aligned to HC and organisation priorities.

The post holder will work closely with the BCUHB Transformation and Improvement Team in order to coordinate delivery of local, regional and national priorities and activities. This will include managing and coordinating highly complex, highly sensitive programmes of work spanning primary, community and secondary care services across Conwy and Denbighshire, both within the organisation and with external partner organisations and stakeholders.

The Programme Manager is expected to deputise for the Business and Planning Manager for all aspects relating to the Programme.

The post holder will operate with significant autonomy and is expected to support the diverse Programme areas by providing credible and professional direction and leadership on the strategic planning, development of services and service change and improvement.

The post holder will be required to plan, support, facilitate and monitor the progress of programmes and their constituent projects provide management support, training and expert guidance to all project staff.

The Programme Manager will be expected to work independently guided by broad strategy, organisational policy and local and national guidelines, advising on how these should be interpreted and implemented.

The Programme Manager will also be responsible for ensuring that policies for implementing programmes and projects across the IHC are developed and adhered to, and that standard programme and project management methodologies are applied to progress and successfully deliver programmes and projects.

The post holder will be instrumental in driving forward a culture of change, innovation and modernisation to facilitate service improvements in line with IHC priorities.

The Programme Manager will promote effective partnership working across Conwy and Denbighshire, developing strong strategic links with partner agencies to deliver effective integrated care.

QUALIFICATIONS

Essential criteria

  • Masters degree in Healthcare related subject and/or management/professional qualification at diploma level or equivalent demonstrated work experience and knowledge
  • Prince 2 Practitioner, MSP or equivalent level of work experience and knowledge

Desirable criteria

  • Management or professional qualification at post graduate level
  • European Computer Driver Licence Qualification or working towards it.

EXPERIENCE

Essential criteria

  • Significant relevant management experience working with multi-disciplinary teams
  • Evidence of ability to implement and manage change in a multi-agency environment
  • Experience of managing successful change across professional boundaries
  • Participation in significant change management projects and process re-engineering
  • Ability to provide examples of real progress against key objectives in the development and delivery of services within the NHS
  • Experience in managing human resource issues and conflict resolution
  • Experience in preparing, producing and negotiating complex business and service development plans.

Desirable criteria

  • Experience of working across primary, community care and acute based services in a multi-agency setting
  • Experience of Systems Thinking methodologies
  • Experience of Financial and HR management in a complex organisation
