About The Department


The Procurement Manager is responsible for leading and managing the organisation’s procurement activities, ensuring the efficient sourcing, negotiation, and acquisition of goods and services. This role will focus on achieving best value, maintaining supplier relationships, and upholding compliance with all relevant policies and regulations. The successful candidate will play a key role in supporting business objectives through effective procurement strategies.

The Procurement Team at HTB is responsible for ensuring third party partners are the right partners, providing the right service at the right price in a regulated environment.

We enable the business deliver against their strategic priorities by ensuring we select and manage our partner suppliers to deliver effective services and products.

The procurement function operates within the Finance team, but works collaboratively with all areas of the business.


Key Responsibilities


IT Procurement


  • The ideal candidate will possess substantial experience in sourcing and managing IT procurement, including hardware, software, and services. This includes the ability to evaluate emerging technologies, understand market trends, and implement cost-effective solutions that align with organisational objectives.


  • A strong background in procuring and managing Software as a Service (SaaS) and Platform as a Service (PaaS) solutions is required. The candidate should be adept at negotiating contracts, ensuring service level agreements (SLAs) are robust, and overseeing the renewal of these cloud-based services to meet business requirements.


General Indirect Procurement – Professional Services


  • The role encompasses responsibility for the procurement of a broad range of indirect goods and services, with a particular focus on professional services such as consultancy, legal, HR, and marketing. The candidate must be skilled in developing sourcing strategies, managing supplier performance, and achieving value for money across all indirect categories.


Contract Negotiation, Legal Clauses, and Commercials


  • The successful applicant will have proven experience in negotiating complex contracts, including the drafting and review of commercial terms and legal clauses. A thorough understanding of risk allocation, compliance requirements, and mitigation strategies is vital to protect the organisation’s interests in all procurement activities.


  • A high level of commercial awareness is required, with the ability to analyse and compare different commercial models across various procurement categories. The candidate should be able to leverage market intelligence and financial data to drive effective decision-making and deliver cost optimisation.


Stakeholder Management


  • The role requires exceptional stakeholder management abilities, including the capacity to build effective relationships with internal and external stakeholders at all levels. The candidate should demonstrate the ability to communicate clearly, influence decision-makers, and collaborate across departments to drive procurement initiatives.


  • Experience in engaging and managing senior leadership, including presenting business cases and influencing strategic decisions, is essential. The candidate must exhibit confidence, professionalism, and the ability to manage competing priorities diplomatically.


Supplier Relationship Management (SRM)


  • A track record of implementing effective supplier relationship management strategies is required. The candidate should be able to segment suppliers, monitor performance, and drive continuous improvement and innovation through collaborative partnerships.


Competence in Regulatory Environment


  • A comprehensive understanding of regulatory requirements relevant to procurement is essential. This includes knowledge of SySC8, PRA 22/1, PRA 22/2, GDPR, and the Consumer Duty Act. The candidate must ensure all procurement activities are compliant with applicable laws and regulations, mitigating risk and upholding the highest standards of governance.


Required Skills & Experience


  • Demonstrable Procurement experience within a Financial Services Environment
  • Strong experience managing IT procurement, including hardware and Software as a Service (SaaS) and Platform as a Service (PaaS)
  • Proven experience in negotiating complex contracts
  • Exceptional stakeholder management abilities, including the capacity to build effective relationships with internal and external stakeholders at all levels
  • Evident track record of implementing effective supplier relationship management strategies
