What you’ll be responsible for

  • Inspiring all employees working within your team through the provision of a stimulating and challenging environment that recognises achievements, promotes effective communications, and develops individuals to achieve their maximum level of performance.
  • Managing your teams’ resources effectively to ensure tasks are completed to a high standard and within required timescales as set out by the Commercial Calendar and the Business Governance requirements. Responsible for the provision of governance and assurance across a programme of works with a capex of £15m-£60m per annum.
  • Providing support and advice to a Delivery Manager and team of project managers and project engineers on all aspects of commercial contract management within Frameworks.
  • Providing support and advice to a team of Quantity Surveyors (Welsh Water staff and Consultants) on all aspects of the cost management function and the Capital Cost Management Procedures – including the Management Handbook and the Alliance Partner Processes
  • Preparing all aspects of works orders, ensuring all Welsh Water project approval processes are followed.
  • Overseeing the Validation and agreement of contract values and target costs with framework contractors.
  • Identifying, analysing and developing response to commercial project risks, ensuring risks are understood, valued and correctly allocated.
  • Overseeing the completion of monthly valuations of completed work and recommendations for payment across in house and Partner delivered schemes in your area.
  • Building and maintaining relationships with the Delivery Team, Finance, SAP teams, Project Managers and Contractors.
  • Providing advice on contractual claims, early warning notices and compensation events.
  • Checking and approving final accounts at contractor and project levels prior ton submission to the Commercial Manager.
  • Undertaking appropriate ‘lessons learnt’ analysis upon project completion in order to ensure that there is a continuous improvement process applied.
  • Assisting with commercial / contractual dispute resolution between third parties and Welsh Water.
  • Providing clear, visible, management to the team – and ensuring effective management of people through HR processes and procedures

Qualifications

About you

Qualified to degree level (any study pathway considered) and working towards chartered status

Experience

Ideally 3 years+ cost management experience in the water industry demonstrating an excellent track record in the commercial delivery of projects ranging from £25k to £20m

Experience working as a Senior Quantity Surveyor being responsible for the commercial aspect of large complex projects

Extensive experience in administering commercial agreements, frameworks contracts and programmes

Extensive Experience Of NEC And Other Contract Administration
