Group Business Services (GBS) supports our group of charities and businesses with expert services such as HR, Finance, Media and Communications, IT, and Governance. Our Talent & Development Team leads the way in creating learning that’s practical, inclusive, and focused on what matters most: helping people do their best work and deliver great outcomes for customers.


The Opportunity


We’re looking for a values-led Group Talent & Development Manager to lead our passionate team and shape how learning happens across Calico.


This is a senior leadership role with real influence. You’ll manage a talented team of specialists and work closely with senior leaders across the Group to build the skills, behaviours, and culture we need to deliver our ambitions, now and into the future.


You’ll play a key role in shaping our Corporate Plan for 2026–2029, ensuring learning and talent are central to how we grow, adapt, and improve services for our customers. From leadership development and succession planning to digital learning transformation, you’ll lead the way in creating practical, inclusive solutions that help people do their best work.


You’ll also oversee our learning infrastructure, making sure our systems are accessible, our programmes are outcome-focused, and our data tells a clear story about impact. Whether it’s supporting safer services, improving customer experience, or helping colleagues take their next step, you’ll be at the heart of how we build capability and culture across Calico.

What We’re Looking For


We believe in recruiting for potential as well as experience. Our ideal candidate will have:


Essential:

  • A relevant L&D qualification.
  • Experience leading multi-disciplinary L&D or OD teams in complex, regulated environments.
  • Strong track record of designing and delivering learning and leadership programmes.
  • Skilled in using data and evaluation models to measure impact and guide decisions.
  • Excellent communication and influencing skills across all levels.
  • Knowledge of adult learning theory, inclusive design, and digital learning platforms.
  • Understanding of regulatory compliance in learning (e.g. CQC, Housing Regulator).


Desirable:

  • CIPD Level 5 or 7.
  • Coaching or mentoring accreditation.
  • Experience with SCORM, Articulate 360, Vyond, and LMS platforms.
  • Familiarity with Apprenticeship Levy governance and ESFA compliance.
  • Experience working across multiple sites and services.
