The Opportunity
Salary: £46,731 to £49,764 per annum.
Working pattern: 37 hours per week, with flexible working agreements.
Contract: Maternity Leave cover – Fixed term or Secondment opportunity, until December 2026
Location: County Hall, Chichester. You will also have the opportunity to work from home, depending on the service needs.
Employer Pension Contribution: 19.70% this alters per annum on the 1 April each year.
Annual leave: 30 days holiday + Bank holidays = 38 days.

As our Energy Programme Manager, you will manage and be responsible for every aspect of our £7.7m Solar PV & Battery Storage Programme – taking batches of sites through design, to sign off by the customer and delivery by our selected contractor.
You will uphold Health & Safety regulations and maintain the collaborative tone we’ve established with colleagues, contractors, and clients/programme teams. You will research, analyse, interpret, plan long-term, solve problems, and make budget-conscious judgments based on client/programme needs.
Working with our Project Management team at Atkins Realis and our contractor, CDS, you will offer expert programme management advice and guidance on processes for clients. Additionally, you will manage the in-house programme team by motivating members, setting and monitoring targets, and balancing skills with training to maintain the team’s effectiveness.
You’ll also support the ongoing management of the wider Energy Services group and the development of new energy initiatives.
What we need from you?
- Ability to plan and manage a programme of energy related projects over a time horizon of 3-5 years, taking them from feasibility to full design and implementation.
- Programme management skills.
- Analytical skills.
- Communication and interpersonal skills.
- Problem-solving skills.
- Experience of managing capital budgets (£5m+ programme budget).
- Experience of supervising the contribution of others to your programme, managing the quality and meeting deadlines.
