As part of our 7-year contract with Central Bedfordshire Council, we deliver a broad range of highway services covering design, construction and maintenance and are looking to recruit an Efficiency & Performance Manager.

As a key member of the Contract Leadership Team, you will be driving efficiency gains and excellence in the local highway sector, and be responsible for business improvement, performance reporting and quality management, helping to ensure the delivery of an excellent end-to-end highway service.

As the Efficiency and Performance Manager your duties and responsibilities will be:

  • To drive efficiency and continuous improvement throughout the service with particular emphasis on the adoption of lean/systems thinking principles and use of technology
  • To manage and develop the KPI reporting process including the collection and analysis of data; reporting of performance in line with internal and contract governance requirements; and the identification and implementation of any improvement actions.
  • To develop wider contract performance metrics to provide valuable insight and drive continuous improvement.
  • To support the development of performance tools covering operations, programme, commercial and finance.
  • To work collaboratively with internal teams, client and supply chain to develop an Annual Plan of works.
  • To manage the Contract collaborative survey process including feedback, evaluation and development of actions.
  • To work collaboratively across team and organisational boundaries to support safe, effective and efficient delivery.
  • To oversee the quality management of the contract in line with ISO 9001.
  • To develop relationships with other Milestone Contracts to establish cross contract Performance Improvement projects and aid the sharing and implementation of best practice.

Skills & Knowledge Requirements

  • Good track record in delivering improvement programmes that encompass people, processes and systems.
  • Experience of Lean, Systems Thinking and other improvement techniques.
  • Experience of developing and monitoring suitable performance measures to drive performance and improve efficiency.
  • Knowledge of Quality Management (ISO 9001).
  • Good understanding of programme delivery ideally within a highway environment.
  • Competent and recognised leadership capability.
  • Strong and effective communicator with the ability to build support for change initiatives and improvement projects.
  • Preferred relevant qualification – Degree or similar.
  • Driving Licence

Additional Information

  • As a member of the Contract Leadership Team this role will be involved in all aspects of leadership and management.
  • The role will include cross company development, working as part of the larger Efficiency and Performance Managers team.
