We are seeking experienced and outcome focused Business Analysts to join our recently established Central Portfolio Office (CPO) to connect business needs with business and technology solutions. The role involves using techniques like process mapping and requirements analysis to understand the current business environment and collaborate with stakeholders to design improved future processes.

CITB operates a hybrid working from home and head office in Peterborough policy, with approx. one day in the office per fortnight with additional travel to external sites and parties as required.


About the role:

You will be working directly on a high-profile transformation programme that spans multiple areas of the business. You will work closely with the Project Managers and Senior Responsible Owners (SRO) to understand and document the current business landscape and then working towards a future state that addresses existing challenges and drives meaningful improvements. This role plays a critical part in enabling informed decision-making, ensuring project alignment with strategic goals, and delivering measurable business value as part of the PPCM team and wider CPO team.


This is a key role in supporting the successful delivery of change at CITB by ensuring projects comply with the CITB Project Design and Delivery Framework.


Key Responsibilities:

  1. Requirements Gathering & Documentation
  2. Elicit and document business requirements using appropriate tools and techniques.
  3. Maintain a requirements traceability matrix throughout the project lifecycle.
  4. Process & Gap Analysis
  5. Model simple and complex business processes.
  6. Conduct gap analysis to identify current challenges and recommend improvements.
  7. Define acceptance criteria for proposed changes.
  8. Impact & Benefits Evaluation
  9. Assess the implications of proposed changes.
  10. Collaborate with stakeholders to identify and evaluate potential benefits and solution options.
  11. Stakeholder Engagement & Facilitation
  12. Build and maintain effective stakeholder relationships.
  13. Support workshops and discussions to identify business needs and priorities.
  14. Collaboration & Quality Assurance
  15. Work with DDaT colleagues to translate business requirements into technical solutions.
  16. Ensure solutions meet recognised methodologies and quality standards.
  17. Business Process & Solution Design
  18. Apply business process improvement principles.
  19. Support the design of business solutions aligned with the target operating model.
  20. Documentation & Tools Usage
  21. Produce key business analysis artefacts (e.g., use cases, user stories, defect logs).
  22. Align documentation with organisational standards.
  23. Critical Thinking & Team Alignment
  24. Develop understanding of CITB applications and products.
  25. Collaborate with other Business Analysts to align analysis across processes, systems, data, and people.
  26. Use critical thinking to challenge assumptions and ensure evidence-based solutions.




Essential:

  • Understanding of the Business Change Lifecycle - Familiarity with the stages of business change and the key activities at each stage.
  • Knowledge of Core Business Analysis Principles - Including root cause analysis, business improvement focus, and holistic thinking.
  • Awareness of Business Analyst Role Variants - Understanding different BA roles such as enterprise, digital, systems, and project-focused analysts.
  • Basic Competency in Key BA Areas - Awareness of the three core competency areas: personal qualities, business knowledge, and professional techniques.
  • Familiarity with Strategic Context Tools - Understanding of frameworks like PESTLE, SWOT, VMOST and POPIT for analysing internal and external environments.
  • Knowledge of Performance Measurement Techniques - Awareness of Critical Success Factors (CSFs) and Key Performance Indicators (KPIs).
  • Requirements Elicitation Techniques - Basic understanding of how to gather, document, and manage stakeholder requirements.
  • Process and Data Modelling Awareness - Exposure to tools and techniques for analysing and documenting business processes and data flows.
  • Stakeholder Engagement Fundamentals - Ability to identify stakeholders and understand their influence, interests, and engagement needs.
  • Business Case Awareness - Understanding the purpose and structure of business cases and how they support decision-making.
  • Use of Business Analysis Frameworks such as BASF – Demonstrates familiarity with established business analysis methodologies and their core activities
  • Basic Use of Modelling and Analysis Tools - Awareness of tools used for documenting requirements, modelling processes, and supporting analysis.
  • Demonstrated experience delivering effective business analysis within change and transformation initiatives, working across multiple business areas and engaging with stakeholders at both operational and strategic levels to achieve positive outcomes.
  • Proven ability to produce high-quality, accurate, and timely documentation in a technical or Information
  • Systems environment, while maintaining a collaborative and professional approach with colleagues and customers.
  • BCS Business Analyst Certification(s) or equivalent certification or relevant experience
  • Educational achievement or equivalent experience to higher education level (minimum HBTEC / A Levels in business / ICT / behaviour organisation studies or equivalent experience.
  • Excellent written and verbal communication skills

Excellent interpersonal and well-developed influencing skills

  • Understanding of UML 2.0 & BPMN
  • Confident user of Visio and Miro



Desirable:

  • Degree in a relevant discipline such as Business, Information Systems, or ICT.
  • BCS International Diploma in Business Analysis (or currently working towards it) and/or equivalent qualification or relevant experience
  • Working knowledge of CITB’s systems, processes, and organisational structure, along with an understanding of how its technical landscape supports strategic objectives.
  • Proven experience contributing to the delivery of projects or programmes within large, complex organisations, with the ability to clearly explain how your input supported successful outcomes and aligned with strategic business goals.
