Established in 2022, the charity delivers the Football Association of Wales’ (FAW) commitment to develop inspirational fit-for-future football facilities that will improve and grow Welsh football on and off the pitch.
The standard of football facilities across Wales, particularly at grassroots level, requires coordinated and long-term investment to deliver the most accessible and appropriate environments for current and future members of the Welsh football family.
The Cymru Football Foundation plays a leading role in addressing this challenge by delivering a series of grant programmes that will develop outstanding football facilities and help to deliver:
- improved experiences and environments enabling participation growth and retention;
- quality facilities meeting wider community needs and tackling inequalities;
- stronger and sustainable community focused clubs;
- more women and girls playing football;
To date, the Cymru Football Foundation has invested over £17 million across 176 projects, representing the largest level of investment in Welsh football history to date.
The Role
The role will work closely with the Senior Facility Technical Manager, and you will be responsible with assisting with the scrutiny of technical, construction, related finance and statutory approval aspects of facility projects and ensure the successful completion of new and improved sports facilities.
The facilities developed could include buildings and pitches (natural or artificial surfaces) including, but not limited to, those required to host the U19 Mens UEFA European Championships hosted across North Wales in 2026. The post holder will directly oversee the technical management and progress of projects and/or the employment of specialist consultants as and when required.
The post holder will work in collaboration with partner organisations to provide professional advice and guidance to applicants to assist with the development of facility projects. Additionally, be responsible for managing the risks associated with facility investment. This responsibility is in two parts:
- Ensuring that the design of facilities is appropriate to the outcomes that are to be delivered, and that the procurement provides best value.
- Following a positive funding decision, ensuring that the build is completed in accordance with the agreed specification, within budget as well as managing the payment of grants to applicants.
The successful candidate will:
- provide support, guidance and advice to organisations developing football facilities projects to be submitted to the CFF, to ensure that the design meets best practice and procurement provides best value;
- compile Assessment Reports which concisely articulate the merits and risks associated with the technical aspects of applications submitted to the CFF, and provide decision-makers with the key information to make robust investment decisions;
- oversee the delivery of funded CFF projects, to ensure that they are delivered on time, to budget and in accordance with the agreed specification; and to include site inspections and responsibility for quality management.
- manage the grant payments process for funded CFF projects, to ensure that payments are made in accordance with grant terms and conditions, and that risk of impropriety is minimised.
- Ability to multi-task to meet the demands of the business;
- High level written and verbal communication skills, including the ability to provide advice to various applicants;
- Agile, flexible and open to new ways of doing things, innovating and modifying the way you work so the CFF continues to improve;

- IT literate, including MS Office tools;
- A commitment to fair play, with an understanding of and passion for equality, diversity, and inclusion;
- Willingness to travel across Wales, as necessary;
- Spoken and written Welsh desirable.
- Educated to degree level in a construction related field.
- An understanding of building construction procurement mechanisms, including frameworks.
- Analysing drawings, specifications and related documentation and experience of attending construction sites and conducting in site assessments/inspections.
- Producing detailed and robust reports for decision-makers and communicating complex matters in a coherent manner.
- Participating in peer-review exercises to ensure consistency and continuity of approach across a portfolio of projects.
- Familiarity with presenting to panels or committees, and ability to generate confidence in proposals/arguments.
- Coordinating work remotely via email, video conferencing and phone. A thorough understanding of the processes and stages to deliver construction projects from inception to completion, including agreeing scope, optimising design, procuring to achieve best-value and overseeing successful construction to time, budget and in accordance with the agreed specification.
