We’re looking for a Software Asset Licence Manager to drive Software Asset Management (SAM) service within Digital Policing. This is a pivotal role where you’ll lead the development of SAM policy, processes, and governance, ensuring compliance, cost-efficiency, and strategic value from our software investments. You will manage all SAM assets and their associated components via the Information Technology Service Management (ITSM) tool, Configuration Management Database (CMDB).


You will manage the software contract renewal process, working in collaboration with and supporting the decision making of service owners and the procurement manager to negotiate revenue costs and benefits with the 3rd party vendors, influencing investment decisions.


What you’ll do


  • Lead and evolve a robust SAM service across the organisation, ensuring it aligns with industry best practices and supports organisational goals.
  • Further develop and implement SAM policies and process/procedures that define standards, principals and frameworks for the effective maintenance and reuse of software assets. Produce performance metrics, using KPIs and dashboards to report to senior leadership.
  • Manage the full lifecycle of software assets via the ITSM tool and CMDB, ensuring accurate tracking, compliance, and optimisation.
  • Collaborate with service owners, technology partners, business stakeholders to oversee the procurement of software assets, software renewals, negotiate with vendors, and influence investment decisions.
  • Forecast and control costs, ensuring support and licensing requirements are factored into annual planning.
  • Act as the key liaison for vendor and supplier negotiations, ensuring value for money and contractual compliance.


What you’ll bring


  • Proven experience in Software Asset Management, including policy development and compliance processes.
  • Strong knowledge of core licensing models, especially Microsoft and other major vendors.
  • Hands-on experience with SAM tools or similar platforms to track and manage software assets effectively.
  • Excellent planning and organisational skills, with the ability to manage multiple priorities in a fast-paced environment.
  • A collaborative mindset, with the ability to influence stakeholders and drive decisions that balance cost, compliance, and business needs.
