The Property and Facilities Management Team (P&FM) is responsible for all non-housing property assets across the Council’s estate. We are comprised of a diverse team of professionals who are passionate about all aspects of property management and development covering everything from Leasing and Licencing though to reactive and planned maintenance, and capital programme. The team also has responsibility for corporate health and safety and business continuity and emergency planning.
About The Role
This post holder will lead the delivery of strategic asset management and ensure that the Council has a land and buildings portfolio that is fit for purpose, cost effective and enables service departments to deliver their existing and future services in the most effective way.
They will provide strategic direction, leadership, and management of the Council’s Asset Management Framework including the preparation and implementation of the Council Strategic Asset Management Policy, Strategy and Plan, service-based asset plans, strategic property review, locality reviews, establishing credibility with senior leaders across the Council and externally.
Their work will directly support and inform the commissioning and delivery of the Capital Programme in relation to land and property working with other teams across the Council.
They will also lead on Property Data Management systems to ensure evidence-based asset management decision making and property portfolio performance can be reported on.

Candidate Profile
You will have sound experience in managing political and client service expectations over multiple projects and associated sites with a range of occupants and associated service delivery.
You will have significant experience in the areas of valuation, asset strategy, development appraisal, disposal and acquisition, preferably obtained in a Local Authority or other public sector organisation.
You will be a full member of RICS or relevant professional qualification in a property related field.
