The Prime Minister’s Council for Science and Technology (CST) is the government’s top-level advisory body on science and technology issues. The Council provides independent advice directly to the Prime Minister and Cabinet on strategic science and technology issues that cut across the responsibilities of individual government departments.
Recent advice has included how to harness R&D in the UK creative industries, priorities for sovereign space capabilities, how to use a systems approach to meet net zero goals, and how to increase access to finance to allow innovative UK companies to scale up.
The Council is supported by a secretariat in the Government Office for Science. The CST secretariat help ensure the Council’s advice is timely, of excellent quality, and has enduring impact on public policy and decision making.

Person specification
- Employing ‘light-touch’ project management practices to monitor progress against project timelines, and review the project plan or priorities if necessary.
- Work with the projects team to engage with colleagues within government and externally, to gather inputs and keep in touch on project progress.
- Supporting the Head of Projects in maintaining relationships with key stakeholders across government to support the development of new projects and evaluate the impact of previous Council recommendations.
- Support literature reviews and desk research, identifying evidence gaps, synthesising research, analysis and insight and preparing summaries for CST members.
- Work with CST subgroups on projects to support drafting of advice, ensuring the advice is clear, impartial, relevant, and based on reliable evidence.
- Support the programme of secretarial activities including the planning of meetings with Ministers and senior government representatives and to arrange guest speakers from across the science, technology and innovation community.
Skills and Experience
- Strong organisational skills.
- Good interpersonal skills and the ability to establish networks.
- Able to communicate clearly, succinctly and persuasively in writing, in meetings, and in presentations.
- Awareness of the wider policy environment.
- Proven experience of secretariat support (such as advisory committees or private office) or delivery of services to a senior board.
