Description

The Programme Manager will lead the delivery of large-scale public sector programmes within a complex estate and infrastructure environment. The role is responsible for overseeing multiple projects, ensuring alignment with strategic objectives, maintaining high-quality delivery standards, and embedding robust governance and reporting frameworks.

Key Responsibilities

  • Programme Delivery & Oversight: Lead the execution of public sector infrastructure and estates programmes, ensuring scope, time, cost, and quality parameters are met.
  • Governance & Compliance: Ensure adherence to PMO governance frameworks, reporting standards, and risk management processes.
  • Stakeholder Engagement: Act as the key interface with government departments, agencies, contractors, and internal teams, ensuring clear communication and collaboration.
  • Resource Management: Work with the Head of PMO to allocate resources efficiently across the programme.
  • Risk & Issue Management: Identify and mitigate risks at a programme level, escalating where necessary.
  • Performance Monitoring & Reporting: Oversee programme reporting, working closely with the Data & Reporting Strategic Lead to track key performance indicators.

Skills, Knowledge and Expertise

Essential

  • Proven experience in programme or project management within public sector, infrastructure, construction, or estates environments.
  • Strong knowledge of programme governance frameworks, risk management, and reporting structures.
  • Demonstrated ability to manage multiple projects within a programme structure.
  • Excellent stakeholder management skills, with experience engaging senior-level government clients and external delivery partners.
  • Strong analytical and problem-solving skills, with a track record of driving continuous improvement.

Desirable

  • Knowledge of construction projects, RIBA Plan of Work stages, and technical project lifecycles.
  • Experience in contract management, including NEC4 or equivalent frameworks.
  • Knowledge of government estates, capital investment programmes, or operational transformation projects.
  • Experience using Smartsheet, Power BI, or equivalent project tracking and reporting tools.
  • Relevant PMO or Portfolio Management experience.
