About The Role
Balfour Beatty has an exciting opportunity for a Procurement Manager to join our Highways business unit supporting the M3 Junction 9 project. This role will be based in Winchester.
Role Purpose
M3 J9 is a major junction improvement scheme being delivered by a VolkerFitzpatrick and Balfour Beatty joint venture. The Procurement Manager for M3 J9 will be responsible for delivering project-wide Procurement activity across the JV. The role involves implementing the Procurement Strategy and Work Package Plans, managing supplier relationships, and ensuring cost-effective sourcing of goods, services, and materials required across the project. This individual will work closely with cross functional teams, including Commercial, key stakeholders and the Central Procurement Team.

This individual will work closely with cross functional teams, including Commercial, key stakeholders and the Central Procurement Team.
What you'll be doing
Procurement Strategy
- Review and implement procurement strategies that align with business objectives, focusing on efficiencies, cost reduction, and risk mitigation
- Support the tendering process across the project
- Ensure compliance with industry standards, regulations, and internal policies
- Possess Supply Chain Management experience
- Can establish and maintain strong relationships with key suppliers
- Monitor supplier performance to ensure adherence to contractual terms, quality standards, and procurement schedules
- Support contract negotiations with our commercial and legal team to ensure compliance with legal and regulatory requirements
- Ensure that procurement processes comply with the relevant health, safety, and sustainability standards as well as group objectives
- Hold the relevant NEC subcontract and commercial process knowledge
- Act as a liaison between internal stakeholders and suppliers, addressing project requirements, and managing procurement/delivery schedules
- Work closely with key stakeholders to drive working relationships and being the main point of contact for the project
- Support project risk management, providing procurement expertise and insights into potential supply chain disruptions
- Manage, mentor, and develop procurement staff, fostering a high-performance culture and encouraging professional growth
- Support the Senior Procurement Manager or Head of Procurement to develop and deliver strategies across the wider Highways Procurement Function
- Work closely with other Business Units Procurement teams to adopt a professional and collaborative working approach
- Be a team player with key leadership skills and proven stakeholder management
- Adopt an appropriate style of people management that will deliver objectives while considering the skills, personalities and needs of employees
- Previous project experience within a Highways or Construction related environment, working with both materials suppliers and subcontractors
- Possess excellent analytical and communication skills with a proven track record in negotiation
- Relevant business degree, MCIPS (or studying towards) or equivalent experience is desired
- Willingness to travel the UK for supplier visits and project/team meetings
