JSM Group is seeking a skilled Pre-Construction Manager to join our Power Division, where you’ll play a key role in shaping high-profile civil and power projects from inception to handover. This role focuses on planning and design in the pre-construction phase, including feasibility studies, route surveys, and project scheduling, all while ensuring strict compliance with safety and regulatory standards. With a strong background in civils and project management, you’ll help secure and prepare high-stakes projects.

What You’ll Do:

  • Bid & Tender Preparation: Collaborate with the pre-construction/bid team during tendering by providing accurate route surveys, paving schedules, and detailed tender programmes that position us for success.
  • Feasibility Studies & Project Planning: Lead feasibility studies to assess project viability, create detailed reports on time, cost, and quality, and provide insights to clients and internal stakeholders to set clear expectations.
  • Documentation & Design Management: Prepare and update MS Project reports, scope documents, designs, and job packs, ensuring all project information is accurate and accessible for all team members.
  • Compliance & Safety Oversight: Ensure all projects meet required regulations, including the New Road & Streetworks Act and the Electricity at Work Act, while promoting Safety, Quality, and Environmental (SQE) policies.
  • Stakeholder Engagement: Act as the point of contact for Highways Authorities, clients, and utility representatives, building strong relationships and ensuring smooth project coordination across all stages.
  • Risk Management & Special Engineering Difficulties: Manage and maintain a register of Special Engineering Difficulties (SEDs), working closely with authorities to address and resolve any unique engineering challenges.
  • Leadership in Pre-Construction Activities: Lead both on-site and office-based pre-construction activities, steering projects from concept through planning to ensure seamless handovers to construction.

About You:

  • Experience: Minimum of 2 years in a project management role within the civils industry, ideally with hands-on experience in pre-construction planning, route design, and regulatory compliance.
  • Qualifications: NRSWA certification, CITB/CSCS certified, with solid knowledge of CDM regulations, HSG47, and industry safety standards.
  • Technical Skills: Proficient in MS Project, Word, and Excel; skilled in creating clear and detailed project documentation.
  • Communication & Leadership: Strong interpersonal skills to build relationships with clients, authorities, and team members; able to lead project activities confidently from pre-construction through to execution.
  • Driving License: Full UK Driving License required for site visits and meetings.
