Job Summary
The successful candidate will support the Devonport Safety Group (DSG), forming part Health, Safety, Environment and Security Assurance Department (HSA), and provide health and safety assurance to projects that fall under the remit of The Construction (Design and Management) Regulations (CDM) 2015. This will include projects taking place at His Majesty’s Naval Base Devonport (HMNB/D) where the Ministry of Defense (MOD) holds the role of Client under CDM and project where CDM activity of Business Partners (BP) present impact and risk to MOD.
This position is advertised at 37 hours per week.
Job Description
Manage activity related to construction work taking place at HMNBD ensure compliance with The Construction (Design and Management) Regulations (CDM) 2015.
Assist DSG to provide health and safety assurance for CDM projects taking place at HMNB(D) where it holds the role of Client on behalf of the Ministry of Defense (MOD) or the safety of its personnel may be affected by other CDM duty holders.
Maintain interaction with Business Partner Organisations (BPO) where they fulfill duties to assist the client duties held by MOD. Primary BPO’s will be, The Defense Infrastructure Organisation (DIO) and Babcock Management Ltd (BM) but will also include organisations appointed by them to fulfill subordinate roles within CDM 2015.
Fulfill the role of Subject Matter Expert regarding all related construction processes and assist DSG investigatory teams with advice regarding construction related investigations.
Advise on contractual matters in relation to the planning, execution, and completion of construction activity.
Provide DSG CDM Tracker for completeness and adjust to ensure it fully captures all legal duties carried out by BPO for MOD. completeness.
Collate data related to CDM projects and produce trend analysis of good practice and deficiencies.
Direct CDM Charter (CDMC) Meetings, engaging with Business Partners, lodger units and lessees. Inform CDMC stakeholders of relevant changes in practice.
Outline best construction practice through the CDMC and ensure standards are maintained within on-site provision.
Design a risk-based site audit and inspection regime to assure compliance with CDM across all projects and include it within the DSG Active Monitoring Programme.
Liaise with Defense and Regulatory bodies (HSE/ONR) to promulgate HMNB best practice and respond as first-point-of-contact to any queries or interventions they may have.
Ensure that suitable pre-construction information is provided for all construction work taking place within HMNBD.
Ensure that a suitable Health and Safety File is produced following the completion of all construction work taking place within the HMNBD.
Liaise with other MOD departments who are involved with construction related project management activity to ensure that the requirements of CDM are met.

Person specification
The role requires a strong level of CDM understanding, construction industry knowledge, and related health safety and environmental control mechanisms. Additionally, a robust knowledge of contractor management, and related constructs, is also required. Collectively, these skills are to be delivered through engagement with NBC departments and BP's who operate at HMNB/D.
The post holder must be a confident and capable communicator; CDM is a crucial area of delivery and under constant scrutiny at senior level. Safe and timely delivery of CDM outputs are vital to the future proofing of defence capability at HMNB/D. The job holder must be able to brief autonomously at MOD 1* level and address a wide range of internal, external and interested parties regarding CDM issues.
A grounded knowledge of CDM, its roles, legal implications and how to lead within the construction industry will be beneficial. The ability to manage professionally in a dynamic environment and communicate effectively within the construction industry will also be required. These skills will all be tested at interview. You will be assessed against your previous experience and through a personal statement at the sift phase.
