Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Its mission is to meet the support and operating requirements for the Naval Service and UK’s allies, from the South West, reaching worldwide.

This position is advertised at 37 hours per week.

Job Description

Mandatory Requirements
Minimum UK Regulated Qualification Framework – Level 6 qualification preferably in a P3M, Change specialist or Business-related subject.

Job Description
- Accountable to the Portfolio Directorate Group Head for capability integration and capability change through management of the interconnections, interfaces, relationships and dependencies between capabilities delivered at HMNB Devonport.
- Coordinates and leads on the assessment and analysis of HM Naval Base requirements and capability change (pan-Defence Lines of Development DLOD) to facilitate and integrate implementation plans for both submarine and surface ship class transitions.
- Leads on ensuring that the potential consequences and impact of capability change are correctly identified, stakeholders are engaged and transition to business as usual are appropriately defined and captured through respective transition and implementation plans.
- Supports the development of the portfolio capability delivery map, milestones, and critical path to track capability change programmes and enable timely decision making. Recognises and tracks interdependencies across the portfolio and ensures corrective action is instigated to mitigate.
- Identifies, captures and monitors capability integration risks (threats and opportunities), planning and implementing responses to them.
- Maps stakeholder interests and influence to determine priorities for engagement and communication; ensuring that new requirements have a clear RACI articulated. Resolves issues and differences between stakeholders and comfortable in challenging assumption and refining requirements.
- Will regularly facilitate senior stakeholder workshops (MoD and Industry Partners) in the delivery of capability integration and capability change using the Devonport Governance Framework to enable this activity.
- Ensures the continuation of HMNB ISO Certification by demonstrating fulfilment of all aspects of the leadership commitment requirements of ISO 9001:2015 and ISO 14001:2015.
- Line Manager to 1 x SEO. Committed to personal development, providing support, guidance and coaching to team members, promoting effective and individual performance.
