Job Summary:


Amira Learning is seeking a seasoned and versatile Manager, International Government and Development Projects to lead the execution of our most strategic international implementations with Ministries of Education and development partners such as the Gates Foundation, USAID, and World Bank. This role combines implementation leadership, grant accountability, and opportunity sourcing within multi-stakeholder, multi-million-dollar education initiatives.


You will work at the intersection of government relations, international development, and ed tech execution—playing a critical role in Amira’s global growth.


Essential Functions:


1. Project Management for Ministry Implementations

You’ll be the execution backbone for national and pilot-level Amira rollouts across countries like Jordan, Egypt, Ghana, and beyond. This includes:


  • Managing day-to-day project execution across stakeholders—Ministries, implementation partners, and funders.
  • Coordinating with local delivery orgs and ensuring they are trained, enabled, and supported to implement Amira with fidelity.
  • Building structured implementation plans, milestones, and accountability systems for high-stakes, donor-involved initiatives.
  • Acting as a trusted counterpart to national education leaders and managing up/down across teams to resolve issues and keep momentum.
  • Tracking usage and fidelity, making real-time adjustments to drive impact.


2. Grant Oversight & Donor Accountability

You’ll be a primary steward of our foundation- and NGO-backed projects, especially where we’re accountable to detailed KPIs and reporting:


  • Managing implementation in alignment with grant goals (e.g., with Rising Academies in Ghana or Gates-backed projects).
  • Supporting structured donor reporting, milestone tracking, and outcome measurement.
  • Ensuring delivery partners understand expectations and are equipped to succeed against funder requirements.


3. Opportunity Sourcing & Development Engagement

You’ll help Amira grow its presence in large-scale development initiatives—many of which originate in multi-lateral funding or foundation partnerships:


  • Identifying and sourcing new opportunities through MoEs, development orgs, and N
  • GO ecosystems.
  • Advising internal teams on how to position Amira within multi-vendor, multi-country proposals and tenders.
  • Representing Amira in development forums and ensuring we are visible and aligned with global education funding strategies.


Metrics for Success:


  • Completion and fidelity of pilot implementations
  • Percentage of schools and students onboarded on time
  • Government satisfaction and continued partnership
  • Donor KPI delivery (usage, learning gains, engagement)
  • Transition rate from pilot to full-scale implementation


Qualifications (Education and Experience):


  • Deep experience managing cross-country, complex education initiatives—ideally involving Ministries and grant-funded models.
  • A background in or partnership history with organizations like USAID, World Bank, Gates Foundation, UNICEF, etc.
  • Proven ability to manage project execution in diverse, low-resource settings—preferably in Africa or the Middle East.
  • Strong diplomatic and partner management instincts; you know how to build trust across sectors and cultures.
  • Experience tracking KPIs, managing outcomes, and communicating results to donors.
  • Comfort working across cultures, time zones, and stakeholders with a bias toward action.
  • Willingness to travel up to 50% of the time.
