Overview of the job
The post sits within the National Counter Terrorism (CT) Communication Controls Centre (NCTCCC) which is a team within the National Operations and Assurance Team (NOAT) within the Joint Extremism Unit (JEXU). Based in the North-East of England, the Centre is a ‘Centre of Excellence’ for the management of authorised prisoner communications (i.e., visits, telephone calls, email) relating to terrorist prisoners, providing specialist advice and guidance to staff involved in this work across the wider sector. The post holder will report to the NCTCCC Manager.
The post holder will support the deployment of authorised communication monitoring and communication controls for terrorist prisoners. It is expected the post holder will thrive in a challenging and varied role, has good attention to detail, is capable of utilising analytical skills and proficient in the use of IT.
This role is based at a site in the North of England where the post-holder will be required to work on a daily basis. This is a non-operational role.
Summary
The post holder will be responsible for gathering intelligence through the application of covert monitoring techniques, analysing a range of content to ensure correct and timely dissemination. This will include working with and supporting colleagues in HMPPS and partner agencies working in the prison sector in relation to sensitive intelligence operations. The post holder will collate and assess information from a range of sources to evidence recommendations for the restriction of contact between terrorist prisoners and the public - ensuring legal and procedural compliance.
The post holder will need to build the confidence of internal customers and partners as they play a key role in developing new capabilities to enhance the gathering of information through monitoring. This post will require sound planning and administrative skills, with an eye for detail and an understanding of the lawful collection and management of information, and communications restrictions.
The post holder will not have any line management responsibility but will be expected to work effectively as part of a team. They will be line managed by the JEXU NCTCCC Manager This is a complex, high-risk area of work, and the post holder must act with the very highest levels of personal and professional integrity and champion these qualities in others, whilst managing potentially sensitive information. They must be security cleared to (SC) level in order to commence the post.
A sift based on the lead behaviour, Managing a Quality Service, may be held if a large number of applications are received. If a large number of applications remain after the initial sift, your application will be progressed to a full sift, where all behaviours will then be considered.
