Job Summary

The MOD Saudi Armed Forces Projects (MODSAP) is a unique and exciting place to work. It forms a crucial part of the longstanding strategic defence relationship between the UK and the Kingdom of Saudi Arabia (KSA). Our defence, security and prosperity interests in KSA remain substantial. MODSAP delivers a large, exciting and complex programme of work, through a team spread across the UK and multiple locations in Saudi Arabia.

The UK has a longstanding bilateral relationship with KSA which accounts for over a third of all defence exports from the UK; MODSAP play a key role overseeing delivery of services worth significant income to the UK economy.

You will be joining MODSAP at a critical point within the UK-Saudi relationship; the Saudi authorities are undertaking an unprecedented programme of societal reforms, while facing continuing challenges to regional and national security. Consequently, the country faces strategic challenges as it seeks to develop its industrial and defence capabilities against a backdrop of an unstable region and increasing external scrutiny of its decisions and behaviours.

This position is advertised at 37 hours per week.

Job Description

MODSAP’s SHEMS Advisor plays a key role in our business, ensuring that we hit all our health and safety and environmental management targets. This includes responsibility for preparing MODSAP for internal and external audits (such as by the GIAA), building on strengths and actioning areas for improvement. Most importantly, the successful candidate will provide our people with a safe and welcoming work environment in which they and their work can flourish.

The role is situated within the MODSAP Policy, Strategy and Business Services team, which itself has undergone a recent restructuring. As such there is a tremendous opportunity for a proactive SHEMS professional to join our friendly and welcoming organisation and to really put a stamp on the role. This multifaceted post contains elements of policy, risk management investigation and reporting, and provides an opportunity for the post holder to work across the whole MODSAP footprint, which includes not only our London location, but also multiple sites across Saudi Arabia.

It is essential that the postholder understands central MOD and UK government H&S and EM policy and has the ability to translate this and implement into actions in MODSAP. Once everything is in place, it will then be the SHEMS Advisor’s job to monitor performance against targets and produce measurable outputs that can be turned into high-quality management information and used to both provide assurance to our senior leadership that we are fully compliant with legislation and inform senior decision making. The postholder will need to take a proactive approach to risk management, making sure risks are spotted, recorded and dealt with promptly to the benefit of all colleagues working on our premises.

There will also be an opportunity to lead monthly meetings bringing together all Health and Safety and Environmental Management leads across MODSAP sites in the UK and Saudi Arabia. The successful candidate will be required to travel to Riyadh periodically to oversee and review Health and Safety and Environmental Management practices in Saudi Arabia.

Reporting directly to the SEO Business Requirements, the MODSAP SHEMS Advisor has the following key responsibilities:

  • Provide assurance to Head of Policy and Strategy that HS&EP policies and processes exist, and are being followed to meet the Health and Safety duty of care responsibilities delegated by the Permanent Secretary, including compliance with JSP815/816.
  • Liaise with STRATCOM Safety Center, and the Head Office HS&EP lead, ensuring required audits and inspections performance requirements are met or exceeded
  • Roll out advisory and awareness raising campaigns, manage the MODSAP Health and Safety portal
  • Collaborate with internal and external bodies including CESO, StratCom, HSE and IOSH
  • Responsible for environmental management in terms of meeting statutory levels performance against departmental standards.
  • Undertake HS&EP risk assessments and coordination and maintenance of the HS&EP risk register on behalf of the risk owners and managers.
  • Investigate and report on incident/safety breaches ensuring that both are fully documented and seen through to conclusion.
  • Lead monthly meetings with MODSAP representatives across the MODSAP estate and provide expert support to colleagues in KSA and travel to Riyadh as and when required.

Person specification

This role would suit a SHEMS professional looking for a unique and stretching challenge. The post holder will need to be natural relationship builder in order to manage responsibilities across not only the UK but also Saudi Arabia. This job also provides the opportunity to travel to Riyadh, where the successful candidate will oversee our SHEMS compliance in kingdom.

The MODSAP team in which this role sits is undergoing a period of profound change, so the job holder will need to be comfortable with a degree of ambiguity while embracing change and seizing opportunities to drive performance. A confident, self-starter with experience of presenting and holding meetings would suit this role.

It is essential that candidates have a NEBOSH (or equivalent) qualification.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.
