About The Role

As a Functional Skills Manager , you will oversee Apprenticeship Functional Skills provision for the Royal Engineers, Royal Armoured Corps and Royal Army Veterinary Corps. Your mission is to ensure our programmes not only meet but exceed customer and employer expectations, while identifying and supporting opportunities for growth. You will champion a learner-first approach, ensuring our work and business are centred around their success.

Key Responsibilities

  • Take overall responsibility for ensuring efficient and effective coordination, administration and delivery of the Functional Skills provision, including effective lesson plans, schemes of work, caseload management, learner tracking and assessment, changes to the qualification standards or Awarding Body requirements and other curriculum related duties.
  • Identify and capitalise on new developments in Functional Skills and Work Based Learning and undertake appropriate CPD to make best use of opportunities for provision.
  • Build, manage and develop an effective team of Functional Skills administrative and delivery staff across all contracts and ensure best use is made of the resources available.
  • Mentor and support the Functional Skills management and delivery team and line management responsibility for the Functional Skills delivery teams, where required. This includes the recruitment, retention and where necessary disciplinary activities.
  • Provide support in the delivery of Functional Skills provision across all military and commercial contracts.
  • Take overall responsibility for ensuring timetable requirements are met for all Functional Skills provision, including ensuring sufficient classroom and tutor resource are in place to support delivery.
  • Manage and implement a programme of teaching, learning and assessment observations to monitor and promote effective teaching, assessment and learning in Functional Skills.
  • Support the Senior Functional Skills Manager in managing and implementing a programme of standardisation for Functional Skills, including annual OSCA Speaking and Listening training.
  • Support the development and management of more remote, flexible and supported methods of Functional Skills learning, including the use of e-learning and digital technology (BKSB, Teams and e-portfolio system).
  • Collate management information, including preparing accurate monthly reports and returns, as requested, and required.
  • Promote and provide CPD activities and opportunities for staff in relation to developing effective teaching, assessment and learning skills for the delivery of Functional Skills and ensure all CPD is logged and checked.
  • Work with and support the internal and any relevant external client quality team to ensure continuous improvements within the Functional Skills provision including:
  • Participation in the programme of standardisation and OTLAs to monitor, develop and promote effective teaching, assessment and learning in Functional Skills.
  • Apprentice and Employer resources and learning materials are kept up to date and relevant.
  • Participation in SV visits and internal/external audits and inspections.
  • Contributing to the production of the customers’ Self-Assessment Reports & implementing the Quality Improvement Plans.
  • Conducting an annual Functional Skills audit for each contract of responsibility and develop and implement an action plan based on the audit report.
  • Undertaking audits of SOP 18 Army Functional Skills documentation and e-portfolio evidence.
  • Conducting learner interviews and addressing actions identified.
  • Complete visits to other sites and locations when required or as directed by management.
  • Attend and run team meetings and conduct 1:1s and appraisals with direct reports.
  • Maintaining positive and productive relationships with all stakeholders.
  • Represent the Senior Functional Skills Manager or the company at internal and external meetings as required.
  • Support all agreed Quality Assurance and Risk Management Systems operated by Pearson TQ, the military and commercial customers and contribute generally to the establishment and development of a quality provision/service. This includes the Internal Quality Assurance of Speaking and Listening.
  • Responsibility for the welfare of any staff under your control by following all relevant Health & Safety, Safeguarding, Equality, Anti-Bribery and Corruption, Prevention of Harassment and Bullying and all other PTQ, Pearson plc and appropriate client policies and procedures.
  • Undertake such other duties as may reasonably be required.

What We’re Looking For

  • Level 3 Management qualification, or willing to work towards
  • Teaching qualification (PTLLS, CTLLS, DTLLS or equivalent)
  • A1/V1 or IQA qualification, or willing to work towards
  • Functional Skills, Key Skills or Skills for Life qualifications in maths, English and ICT at Level 2
  • Proven and effective people management ability
  • A can do, proactive attitude with a demonstrated ability to foster this in others
  • Proven working knowledge, experience and understanding of Apprenticeship Frameworks and Functional Skills provision
  • Confident in dealing with a wide variety of stakeholders and at all levels
  • Ability to manage own workload, and manage tight deadlines and conflicting priorities to deliver, to challenging deadlines with minimal supervision
  • Ability to analyse and interpret complex and conflicting information to make sound judgements and recommendation
  • Excellent organisational, interpersonal/ communication skills and the ability to influence others
  • Ability to promote learning and opportunity for all
  • Proficient in standard computer software such as Word, Excel, PowerPoint, internet and e-mail
  • Ability to be flexible over hours of attendance, including evenings, if required
  • Full, current driving licence
  • Car owner, with a willingness to use on Pearson TQ business as required (mileage allowance payable)

Desirable

  • Experience of working in a Learning and Development managerial role, including the management of people and resources to deliver organisational objectives
  • Experience of Ofsted inspection requirements and a good understanding of the Common Inspection Framework
  • Level 4/5 within either/both English/Maths
