Job Overview

The Estates Officer (Building) are part of a team that is responsible for the safe, efficient operation, development and management of the building systems across the RUH estate. The role requires close collaboration with both internal and external stakeholders to ensure high standards and compliance across all aspects of the built environment. Strong communication and negotiation skills are essential to effectively liaise with multidisciplinary teams while applying technical expertise.

The post holder will be required to act as an Authorised Person on several systems and will carry out specific technical responsibilities in line with this designation. They will support various estate functions including operational services, capital projects, and sustainability initiatives. Additionally, they will deputise for the Senior Estates Officer (Building) and may provide cover for the operational and small works teams when needed.

The role demands a proactive approach to managing infrastructure, systems, and estate development while ensuring safety, compliance and efficiency. The Estates Officer plays a key role in maintaining and improving the hospital’s physical environment, ensuring it supports clinical and non-clinical services effectively.

Main duties of the job

The Estates Officer (Building) supports the safe, efficient, and compliant management of hospital buildings and systems. The role includes maintaining accurate records, assisting with system commissioning and validation, and ensuring compliance with statutory regulations, HTM and industry best practices. Acting as an AP under supervision, the post holder helps oversee specialist services and supports the development of asset registers, condition surveys and capital replacement plans.

The post holder contributes to the implementation of the Estates Operational Strategy, QMS and Sustainability Strategy, ensuring these are embedded into daily operations. Responsibilities also include supervising contractors and maintenance teams, supporting both planned and reactive maintenance programmes, and managing service shutdowns where necessary.

They assist with audits, risk assessments, and compliance reporting, analysing data to identify trends and inform decision-making. The role also involves supporting policy development, encouraging system-based thinking, and implementing innovative and sustainable approaches to estates management.

Strong technical knowledge, problem-solving ability, effective communication, and a flexible, collaborative approach are essential. The Estates Officer must be capable of working in a high-demand healthcare environment, contributing to the continuous improvement of the Trust’s estate and ensuring a safe environment for patients, staff and visitors.

Qualifications & Training

Essential criteria

• Degree level qualification in relevant subject or currently working towards
• HND in Construction, Architecture or Surveying
• Recognised and registered EITB, City & Guilds, modern apprenticeship, NVQ level 4 or approved equivalent training in Construction, Architecture or Surveying
• Demonstrable in-depth knowledge and experience within the required technical disciplines (e.g. asbestos, confined space and working at height)
  
  

Desirable criteria

• Specialist knowledge gained from working in a health care engineering environment
• Registration with approved organisations, i.e. UK Register of Electricians, JIB schemes, Gas Safe, etc
• Member of relevant healthcare or engineering institutes, i.e. IHEEM, HEFMA, CIBSE, IET etc.
• Experience across several of the HTM’s acting as either a CP or AP.
• Efficiency improvement training, i.e. Lean /Six
  
  

Knowledge & Experience

Essential criteria

• Knowledge of HTM’s, HBN’s and Estates specific legislation
• Good interpersonal skills: influencing, negotiation, communication skills (written and verbal)
• Sound IT skills in Microsoft Office Suite, CAD and CAFM systems
• Ability to evaluate, develop and implement systems and procedures

• Experience in working in a similar role
• Good knowledge of energy efficient working practices within engineering
