Job Description

We are recruiting for a Senior Technical Officer (STO) on assignment to support the delivery of a short-term project addressing Executive Directing Team priorities to prevent and disrupt high-risk illegal waste sites and misdescription of waste.

This work will be delivered through National Environmental Crime Unit (NECU) and Areas through their ongoing operations and will be linked to Carriers, Brokers and Dealers (CBD) and Waste Exemptions (WEx). You will:

  • Coordinate CBD and WEx enforcement work, acting as a liaison point for NECU, Area teams and project assurance.
  • Link this work back to the regulatory reform of CBD and WEx by helping to refine current enforcement practices and procedures, seeking to find efficiencies and highlight where we can streamline and improve enforcement actions when the regulatory reforms land.


The team

This role will sit in our the Carrier Broker Dealer (CBD) Brokers Auditing Team in the Waste Controllers and Tracking (WCAT) unit, within Waste & Industry Regulatory Services (WIRS), which is part of National Operations. The team and wider unit is dispersed working across the country. We are a high performing team that delivers priority technical work, supporting waste regimes and providing leadership to national projects.

Experience/skills Required

Technical leadership is essential along with:

  • Experience in environmental regulation of the waste industry, including CBD and WEx, and our enforcement processes.
  • Good understanding of the misdescription of waste and illegal waste sites.
  • Influencing and communicating effectively.
  • Strong customer focus.
  • Track record of achieving results, including through others.
  • Analysing and interpreting data and information and translating this into opportunities for improvement.
  • Working independently, organising yourself and your workload.
  • ‘Owning’ your role; initiating tasks, setting high work standards and delivering.
  • Planning, managing and delivering complex tasks to deadlines.
  • Building and maintaining effective working relationships.


Contact and additional information

As this is a national role, the location is flexible and you will need to be comfortable with working in a dispersed team. The role will require travel to London, Birmingham, Sheffield, Bristol and other locations to attend team meetings.
