MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based mixed migration responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. MMC’s overarching focus is on human rights and protection for all people on the move.
MMC is part of the Danish Refugee Council (DRC). While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. Since 2014, MMC has been implementing 4Mi (see website for further detail) as its flagship primary data collection system which is an innovative approach that helps fill knowledge gaps, and inform policy and response regarding the nature of mixed migratory movements and the protection risks for refugees and migrants on the move. 4Mi has a unique network of field enumerators situated along frequently used mixed migration routes and in major migratory hubs. It aims to offer a regular, standardized, quantitative system of collecting primary data on mixed migration. In Asia and the Pacific, 4Mi has been active and implemented in Türkiye, Afghanistan, India, Indonesia, Thailand and Malaysia.
Over a period of 25 working days, the consultant will draw on the insights from this data to present a nuanced understanding of migration drivers, routes, experiences, protection risks, access to services, and coping mechanisms of Afghans in Pakistan, in a comprehensive report. It is intended that the report will generate findings and actionable recommendations to inform humanitarian programming and policy discussion.
However, Afghans in Pakistan and in transit face protection risks related to legal status, movement restrictions, and access to services. These are compounded by Pakistan’s recent deportation efforts, targeting both documented (Afghan Citizen Card and Proof of Registration cardholders) and undocumented Afghan nationals, significantly increasing the urgency for humanitarian access, protection measures, and assistance for those affected by forced returns, legal uncertainties, and heightened vulnerabilities.
MMC aims to document these complex Afghan migration dynamics to and through Pakistan, with the aim of producing evidence-based research on the experiences of Afghans on the move in Pakistan.
The scope of work
Phase 1: Report outline
Phase 1: Draft a brief report outline with proposed content and key findings per section / 5 days
Phase 2: Draft Report: 25-30 pages / 15 days
Phase 3: Final Report, revised in line with MMC Feedback / 4 days and Internal Validation Meeting with MMC / 1 day
The consultant is expected to be in contact with the MMC points of contact to provide updates on status of deliverables, in line with agreed timeline. The MMC contact point will be responsible for ensuring timely review of drafts and provision of feedback.
MMC shall provide guidance documents on MMC editorial and style preferences. The consultant is responsible for ensuring that the final report is fully copy-edited and complies with MMC guidelines.
The following activities should be included under the Workplan in the submitted proposal:
Total number of working days should not exceed twenty-five (25) days for the hired consultant. The assignment shall be completed no later than 22 December 2025.
Estimated start date of consultancy: 17 November 2025 (Latest)
Estimated end date of consultancy: 22 December 2025

The scope of work

- Conduct a desk review of relevant literature and policy documents to inform the report writing.
- Analyse quantitative and qualitative data to identify themes and key findings.
- Set out proposed report structure and key findings in a report outline
- Draft a 25–30-page report highlighting key findings from the collected data, including recommendations for different stakeholder groups.
- Finalise the report in line with MMC feedback, and editorial and style guidelines.

- Completion of report outline following analysis of survey and key informant interview responses
- Review of report outline and integration of feedback
- Completion of 25–30-page draft report
- Review of draft report and integration of feedback
- Revising and finalising the report in line with MMC editorial and style guidelines.
Total number of working days should not exceed twenty-five (25) days for the hired consultant. The assignment shall be completed no later than 22 December 2025.

Payment
- 20% at the validation of the report outline.
- 50% on submission of draft report.
- 30% at the submission of final report.

- Eligibility, Qualification, and Experience Required.
- Consultant(s) should have a degree in Law, Social Sciences, International Relations, Migration, Refugee Studies or related areas of study;
- Proven knowledge and understanding of mixed migration dynamics in Pakistan and Afghanistan, e.g. through prior publications or relevant research experience;
- Proven research skills, including in both quantitative and qualitative analysis;
- Good understanding of legal and policy frameworks relating to migration and forced displacement (national, regional, and international);
- Excellent analytical and reporting skills.
- Fluency in written and spoken English.
- Previous experience working with 4Mi methodology and data.
- Previous experience working with MMC.
