About the role

The Senior Estates Surveyor is responsible for supporting the delivery of professional estate management case work, primarily on the corporate property portfolio. This portfolio is varied and includes a number of different property types including farmland, headquarter offices, parks, leisure centres, adults services care centres, children's centres, libraries, civic sites and schools. The Senior Surveyor is required to use their landlord and tenant knowledge and expertise to undertake property contact negotiations and make recommendations to the Principal Surveyor/ Senior Asset Manager, and thereafter maintain ongoing effective relationships to manage third party occupation and deliver services to the local community.

The post holder will attend, as necessary, occasional meetings of the council and its committees inside of normal working hours.

What will you be doing?
  • To be responsible for the delivery of casework including freehold and leasehold disposal, lease renewals, rent reviews, licences including wayleaves, asset management utilising Landlord and Tenant knowledge and expertise to maximise value from the estate. Using RICS valuation methodology for routine valuations. Provide reports and advise the Principal Surveyor/ Senior Asset Manager on the recommendations in those reports.
  • Support the Principal Surveyor with procuring specialist valuations and technical advice ensuring terms of reference accurately reflect the Councils requirements.
  • Ensure accurate records are provided to the data input officer and support the asset valuation programme, at times liaising with the external valuers, finance and audit to ensure valuation deadlines are met.
  • Site visits and inspections meeting stakeholders, and manage boundary disputes.
  • Support the surveying team with the monitoring of debt and recovery action taking instructions from the Senior Asset Manager.
  • Support council directorates with property related service improvement projects providing advice, attending and contributing to meetings, preparing briefing notes, reports etc. To support the Councils Carbon Neutral 2050 target by assisting with the identification of properties that may be improved and supporting the wider asset team review of such assets.
About you

Ideally a qualified Member of RICS or studying towards becoming such. You will be self motivated with a minimum of 3 years post qualification surveying experience in a property management discipline. Ideally you will have experience of working in the public sector but this is not essential. You will have provided technical advice to clients on the acquisition and disposal of both freehold and leasehold assets, and may have experience of selling land for development. You will have excellent written and verbal communication skills and the ability to manage difficult or challenging situations. Most importantly you will be a team player and have excellent negotiation skills. The postholder must hold a full current UK driving license or equivalent. The post is flexible and will require both home working and office working to be agreed with the Senior Asset Manager to best support the wider Estates Team.
