Norfolk County Council is seeking a CCAB qualified Senior Accountant to lead the budgeting and accounting function for Children’s Services. The role will require strong financial management skills, the ability to manage a large and diverse team, experience working within a large and complex organisation, and the ability to support transformational change. This is an essential finance management role, integral to supporting critical services and maintaining transparency and value for taxpayers.

This is an exciting opportunity to apply for a key finance leadership role as the Senior Accountant for Children’s Services at Norfolk County Council.

We are looking for an experienced finance professional to take on this vital leadership position within the Budgeting and Accounting Team at Norfolk County Council. The successful candidate will play an integral role in the delivery of a first-class budgeting and accounting service across the organisation.

Norfolk County Council is currently the upper-tier local authority for Norfolk providing services countywide to Norfolk residents. We take a lead in critical policy areas, and we work in partnership with local businesses, voluntary organisations, and other local authorities in order to provide the people of Norfolk with excellent services. As part of Local Government Reorganisation (LGR), central government has announced a “minded to” decision to replace the County and District Councils in Norfolk with three new Unitary Authorities from April 2028. However, whatever the outcome of the LGR process, the need for strong financial management to support Children’s Services will remain.

Our Budgeting and Accounting Team are an essential part of our organisation, providing support across the breadth of our services to ensure that we’re accountable as a council, and that taxpayers are receiving the best possible value for money. Working in a large and complex environment currently going through a significant period of transformational change, you’ll be part of a talented, proactive team that makes a real difference and is able to support the continual evolution and long-term objectives of the council.

The core focus of the role is to work closely with our services to support day to day budgeting and accounting requirements, as well as working on a range of transformational change projects. You’ll be leading a team of qualified Accountants, providing support, guidance, and advice to ensure the team achieves objectives, and acting as a subject matter expert for complex financial issues. As a local authority, we are accountable to our taxpayers and it’s critical that we are able to maintain a high standard of professional accounting, and that our finances and budgets are transparent and accurate. While you could be working closely with any of our services, this role is currently aligned to Children’s Services, supporting the department to achieve their long-term vision.

To be considered for the role you’ll need a proven background working as an Accountant or similar, ideally as part of the finance team of a large and/or complex organisation. You’ll be a qualified Accountant to CCAB level, with post qualification experience working in a financial environment with senior finance managers. You’ll be comfortable working closely with Finance Business Partners as well as senior service leaders and stakeholders, and you’ll have the ability to influence the service at a strategic and an operational level. Experience managing a team would be beneficial, but more importantly we’re looking for someone with a positive and proactive approach, who is able to demonstrate sound financial judgement and build effective working relationships at all levels.
